Chikitta

I have made 2 characters with 20+ level to confirm this and none of them could advance into Ruffian. Both were human race Rogues. The quest simply doesn't show in quest list after i accept it, but its also gone from NPC available quests. I tried to follow it with some guide from wiki (talkj to Vancloudi in Zakandia Outpost) in order to check if perhaps the quest was simply invisible, but to my disapointment the Vancloudi NPC had no link to continue this questline. So now i can't get this quest from NPC anymore and i can't continue it because it's gone right away after taking it. As you can see on the screenshot, the quest is not on the quest list after accepting it, and thus it can't be continued:
