Kuromitsu Tachibana

I'm curious about skill points, are there ways to get them besides leveling up? Or are skill points capped to the max character level? I'm playing a magician and I kinda wanted to have like an elementalist that used wind, ice, fire and thunder, but after reading guides it seems the only way to be strong is to specifically level a few select skills to max :c
