mage Max percent of certain mage disabling skills?

Hi,

 

May I ask any high level Mage regarding information on the following skills so I can prepare my earned SP to learn skills

 

Max Percent Chance of the following:

1. Lightning Stun
2. Chill Breeze
3. Blizzard
4. Shield of Justice

1.Lightning stun

stun pinnacle : 70% & 3.4 sec ( lv 15 sorcerer ) , 80% & 4.9 sec ( lv 20 warlock )

2.Chilling breeze

Freeze pinnacle : 75% & 8.5 sec ( lv 5 wizard ) , 90% & 17.5 sec ( lv 15 sorcerer ) , 94% & 21.1 sec ( lv 20 warlock ) & 99% & 30.1 sec ( lv 30 Grand Master )

3.Blizzard

Freeze pinnacle : 70% & 4.9 sec ( lv 10 sorcerer ) , 95% & 11.8 sec ( lv 20 warlock & grand master ) & 95% & 15.8 sec ( lv 25 necromancer )

4.Shield of justice

Stun pinnacle : 95% & 2.6 sec ( lv 10 cardinal )

lightning stun also available on grand master and of course grandmaster has the higher level of lightning stun its lvl 25 and i guess this skill will stun you for 7 second on lvl 25

6.2 sec stun and 5.0 sec cooldown with 98% chance on lvl 25
