I am wondering if elf entrapper pathing through

ruffian-archer-rune walker-entrapper 

Is still effective? What stat should i go for on my stats and equipments

Hello there ~

It's still effective but there's a better alternative and that's to choose a Scout instead of Archer. The skills you receive in both cases are irrelevant when you become a Rune Walker. The only advantage being a Scout is in the Job Passives, you'll have more evasion just for the jobs you choose.

On Stats and Equipment, it all depends on what's the objective of your character. People generally recommend having a good evasion and critical rate, thus choosing dex over strength. A full str entrapper works quite well too. In the case of the Elf for PvP, being dexterity is more recommended than being strength.
