Is Curse Weakness, skill of that reduces opponents stats, affects monsters or just players (PVP, GW)?

Referring to the direct damage, for example, the Envenom skill, it hit for 1 damage then if poison or not. If I do not have Spell Barrier, even if Envenom did not hit for 1 damage, does the poison still hit on chance or not?

1. Healing Spells ?
2. Buff Spells ?
3. Debuff Spells ? (Angelic Breath, Cripple, etc)

Race : Elf

Path : Mage > Wizard > Priest > Warlock > Cardinal

• I just currently reach Warlock

 

Stats : pure VIT

 

Skills : Focus on DOT

• Burning Fire
• Envenom
• Divine Judgement / Divine Curse
• Holy Taker

 

I have notice alot of guides for VIT Cardinals on human race. I have tried to be an Elf , so far level is slow but can solo fairly well.

 

For the experience Cardinals out there

1. should I continue pouring everything to VIT ?
2. does Spell Barrier helps increase DOT chances ?

 

As a separate idea, if ever, I am planning to buy restat and go full DEX if I can achieve higher EVA than what DEF & HP I have now.

 

I'm open to suggestions, so feel free to reply, and I allow you to critic my build ^_^

My Pet level is at 78 and I'm at Level 77, but when I kill monsters within my level (white or green names) the pet do not get exp.

 

Is it time to evolve?
