Stats/Skills Reset Scroll

I have a question about these items. There is possibility to obtain them in-game but like no tradeable item?
If not, what is a price range for these items? :c

I heard that you can get a free skill reset scroll when changing your class to Crusader at Lv105. Other than that, there's no way of getting them besides gem store on the website.
These are currently sold for 1.3b each.
