AFAIk, kierra's lvlrange max is 105 and tarintus has lvl110, max 20 lvls higher then the boss and as low as you want, hell, if you can hit, you can even go at them as lvl1 XD

if the server follows the official respawn times, it is some 1 day to 7 days after last kill and it happens on any of the 10 channels. sureshot appearance of a raid is after mainteanance, or a server restart or any similar happening, that forces the map or the server to go down.
