This is due to destro have a lot/higher level of PA% increase skills (higher levels of Weapon training, Risk taker and Warrior form). Unlike magnus or pally (which is better off with STR philo) that does not benefit to much from PA compared to destros. Though a 22str access is a lot cheaper than PA access.
