Question About dual wielding

Hello i have a question, for example i use Genocide (Axe) on my Main hand and Use Death Maker( Sword ) on my Secondary(Shield Slot)

If i put SP points on Axe Mortality and Sword Rapidly, will it worked?

Same goes for 2x Genocide (Axe)

if i level up Axe Mortality will the Bonus be 2x? for example @ level 1 that gives 0.5 Crit damage will it be 1%?
