Question About Deleting A Character

If I delete one character from my account, I know that I can make another one with the same name, on that account.

 

My question is: while I don't create another character, the name will be available for other accounts? Other person can take my character name while I don't create another?

if a character with the name "Jane" is taken, but then deleted, someone else can take it if is deleted
