Pukerian's Scroll

I won a (not Blessed) Pukerian's Scroll in yesterday's event. However, I'm confused on what the scroll is supposed to protect.

 

The description says it'll protect a "level decrease" in case of a failure. But during enchanting, there's no such thing as a level decrease -- the item just breaks.

 

So does the scroll work like an Enchant Protection Scroll, except it can be used up to +9?

That's exactly what it is, it can be used on +9 items to try to make it +10 as well.
