The question has been answered as many times at it has been asked, but there will never be a definitive answer. It all depends on your equipment, stats, level, class, etc.

PA, like str, will raise your critical damage and ,again, depends on multiple factors. The same goes for your next question.

Generally, if you have high str already, it's a good idea to get some PA. If you're a dex or vit character, str is better. It's a good idea to use a mix of both and, personally, that's what I do.
